The federal government put real money behind pay-for-performance apprenticeship this week. Florida built an entire bureaucratic assembly line for Workforce Pell before most states finished arguing about it. North Carolina passed an budget with actual line items instead of another framework nobody funds. A suspiciously competent week, all around.

Happy Monday, workforce people. Nothing blew up this week, nothing launched to a website nobody could log into, and nobody bypassed Washington with a nine figure check. Instead we got the less flashy kind of progress: real budget lines, real award letters, and a few states doing the unglamorous work of building program lists and validation rules. I will take it.

Here's what got done this week.

1. Industry-Driven Skills Training Fund Round 2 opens with real money attached

ETA released updated application instructions for Round 2 of the Industry-Driven Skills Training Fund: about $40 million available, with at least $5 million reserved specifically for shipbuilding training, and state workforce agencies as the eligible applicants.[i]

For clients in industrial or maritime regions, this is a real proposal window with money attached, not another framework document.

2. North Carolina puts dollars behind its Workforce Act, mostly

Governor Josh Stein signed North Carolina's new budget, funding $3.17 million in recurring dollars for ApprenticeshipNC, $1.37 million for career planning technology, $2.5 million for community college to university transfer pathways, and $1 million for short-term credential grants, which is roughly what the Workforce Act of 2026 truly asked for. The same budget separately adds $64.5 million for Propel NC and $2 million for CTE modernization grants. Real money, just not technically part of the Workforce Act's own ask.[ii]

Useful shorthand for clients: this is what it looks like when a state funds the plan instead of just praising it.

3. Strada funds the connective tissue behind the programs

Strada Education Foundation awarded seven $100,000 grants to test its Framework for Effective Employer Intermediaries, the unglamorous functions like employer engagement, program design, and administrative support that make work-based learning happen. Recipients include Ascend Indiana, the Kentucky Chamber Foundation, Virginia Works, and Business Higher Education Forum working with SUNY in New York, plus three organizations working at a national scale: Apprenticeships for America, the Association of Community College Trustees, and the National Talent Collaborative.[iii]

Funders do not always pay for the connective tissue. Then everyone acts surprised when the connective tissue is missing.

4. Florida turns a federal rule into a state process

Florida's Workforce Pell rollout runs on a state-approved eligible program list tied to labor market demand and the Florida Master Credentials List, plus an institutional certification and state validation step before anything reaches Washington.[iv] It is a clearer operating model than most states have managed so far, and a decent template for anyone building a state-level quality control system on top of a federal rule.

5. North Carolina just found out how narrow Workforce Pell really is

North Carolina's community college system had predicted 4 percent of its short-term course sections would qualify for Workforce Pell. The real number, per new reporting, is 330 out of roughly 50,000 sections, well under 1 percent. Central Piedmont Community College found 4 eligible programs out of 20. Durham Tech found 2 out of 47. Program length, credit structure, program maturity, and the 70 percent completion and placement thresholds are doing the disqualifying.[v]

Many colleges are looking at a curriculum redesign project that happens to be filed under financial aid.

6. Florida's CAP Grant window is open now

Florida's CAP Grant concept proposals are due Friday, July 24, funding school districts and Florida College System institutions building or expanding secondary CTE programs tied to CAPE industry certifications.[vi]

A live funding opportunity, and proof Florida is still funding the equipment and facilities side of CTE, the unglamorous part policy memos tend to skip.

7. Pay-for-performance apprenticeship moves from grant notice to funded federal model

DOL awarded nearly $162 million across five recipients under the Pay-for-Performance Incentive Payments Program: Florida Department of Commerce, Jobs for the Future, Wireless Infrastructure Association, the Trustees of Clark University, and the ASE Foundation, with at least 85 percent of each award required to flow through to Registered Apprenticeship sponsors.[vii] This is the same program flagged in this brief a few weeks back as an open opportunity. It is no longer open. It is funded.

Milestone-based financing reads clean in a press release. It gets messy fast once someone actually has to define what counts as retention, progression, and verification. Sponsors and states need real operating rules and real data capacity before fall, or this becomes an expensive slogan.

8. Florida is tightening the line between training and real job demand

Florida's Workforce Pell model explicitly ties eligible programs to statewide priority occupations and the Master Credentials List's quality standards.[viii] Of everything happening in Workforce Pell right now, Florida is one of the clearer examples of a state trying to connect training, credentials, and job demand before the money starts moving at volume.

9. Strada's grants have an access angle too

Part of Strada's pitch is access: fewer employers can offer internships and work-based learning if someone has to shoulder the administrative burden of running them.[ix] The takeaway for practitioners is that equity work increasingly depends on who funds the operating layer behind employer participation, the part that rarely makes it onto a slide.

Pay-for-performance apprenticeship rollout. DOL's awards create a real implementation window ahead of sponsor-level incentive applications expected this fall. Consulting angle: performance definitions, data verification, and sponsor readiness, before confusion hardens into policy.[x]

Industry-Driven Skills Training Fund Round 2. About $40 million available, including a shipbuilding set-aside, through ETA's updated guidance. Consulting angle: helping states and partners shape employer-led training concepts and governance structures fast enough to compete.[xi]

Workforce Pell redesign work. North Carolina's numbers are a preview of what most states are about to discover on their own. Consulting angle: converting noncredit or misaligned offerings into compliant pathways and building the outcomes data to defend them.[xii]

Florida CAP Grant. Concept proposals due July 24. Consulting angle: a short-turn CTE funding opportunity where districts and colleges may need fast help on scope, credential alignment, and program design.[xiii]

WORC Round 7. This one slipped out of the last couple of issues, but it is still open. $49.2 million, awards of $2 million to $8 million, Appalachian, Delta, and Northern Border regions, deadline July 23. Ten days left.[xiv]

 That's the week. Nothing dramatic, just states and federal agencies doing the parts of the job that do not make headlines but end up mattering most.
